I am having the worst time trying to change my user picture. I've made the picture I want 85x85 and 3kb, but it will not load. What's up with that?

Anytime my pics don't upload on whatever site, I check three things: a) is it a .jpg file, and b) if I used Photoshop, did I make sure to lower the quality from a 10 to a 7 or 6, and c) did I make sure the picture size isn't rediculously large? Almost always, that's all I ever need to do for them to upload successfully. But this checklist was only obtained through trial and error, so I'm sure there's a simpler procedure out there somewhere.
I have tried loading . png, .gif., and .jpg images of different sizes and can't seem to replicate this problem. I assume you are doing this through the "edit" tab in your account. After you upload the new picture, did you remember to hit the "Submit" buttom at the bottom of the page? Do you receive an error message when you try to do this? If not, what happens?
This has happened to me on a couple of occasions. I play around with the sizes of the images and make sure that it's a jpeg. When I hit "submit" my image is one of two things:
1) "No Image" when I check the box to delete my current picture
2) The image I had previously (which is weird because it generally goes from "No Image" to the previous image without my selecting that file. That's the most confusing part)
After I try on and off with the same image, it miraculously works after wasting about a half an hour of my time.
Maybe I'm the only one this is happening to...
OK, I think this is a caching problem, actually. Your browser doesn't re-load every element on the page every time it views a page, and it is probably caching your old image, even though the new image is in place. Clear your cache after you load your picture and you will see the new one. In Internet Explorer, this is found under Tools | INternet options | Browsing History. IN Firefox, this is under Tools | Clear Private Data. Let me know if you need to know how to do this on a different browser or if you need more detail!
