Hey, I just realized I don't know the city that well. Does anybody have any reccomendations for places to go for dinner? (usual college student stuff: fun, cheap, good food, etc.) Under 21, so no bars.

Depends what you like.
Restaurants I like and have been to:
Asian Food:
Pho 99. Pho 99 is a vietnamese noodle restaurant that has other things too, like rice bowls, egg rolls, etc. They're a little pricey, but I really like them. Located near the corner of BIll McDonald Pkwy and Samish Way.
Super Duper Teriyaki. If you can imagine, they're a teriyaki restaurant. Located on the corner of 21st and Harris.
American Food:
Boomers. Boomers is a good "fast food restaurant", without the "chain" attached. It's on Samish Way near the Diego's Mexican restaurant. Boomers has amazing shakes, for a fairly good price.
IHOP. What can I say... I've recently taken a liking to IHOP. Its fairly close to most places too. Behind the blockbuster on Samish.
Pizza Time. Pizza Time has a $6.99 2 topping large pizza carry out special. Its on 32nd, near Ferry St. by the Valero.
Arlis. This is a local breakfast place. They're menu is smaller than IHOPs, but they're a local restaurant. Its located on Cornwall, near the big market by Downtown.
Rudy's. Rudy's is a local pizza place on State St. They have cheap pizza on Wednesdays.
Horseshoe Cafe. Probably the oldest restaurant in Bellingham, it has good ol' American food. It's located on Holly St.
Boundary Bay. This restaurant is on Railroad St. across from the Farmer's market. They have traditional ale house food (you dont have to be 21 to go in), and everything I've ordered I've liked.
Mexican Food:
El Gitano. I like El Gitano. It's a good, fairly priced, mexican restaurant in Sunset Square, next to the Puget Sound Blood Center.
Jalapenos. Jalapeno's has delicious margaritas... oh yeah, you're not over 21 yet... well, you can still eat there! Its at the end of Holly St. near the waterfront.
Dos Padres. Located in Fairhaven, its a little bit pricey, but they're food isn't bad.
MISC:
Pelmani. On State St. near Buffalo Exchange. They have two things on the menu: Potato Dumplings and Meat Dumplings. They are amazing and delicious and $6.
Bayou on Bay. Cajun food, on the corner of Holly St. and Bay St. OMG so good.
Callaloo. Callaloo has a good happy hour meny that I would suggest looking into. You have to buy a drink, but it doesn't have to be an alcoholy drink.

Super Marios taco truck on Forest and Champion. It's in the lot of an old gas station... but it's delicious. I like the Wonder Burrito. Mmmmm, so hungry.
Fiamma Burger on Railroad - not the cheapest burger in town, but the best in my opinion. Also on Railroad Avenue is Casa Que Pasa. Their potato burrito is unparalleled and is monsterously huge for under six bucks. You could share one with someone and still be full.

As an aside, i believe the Horseshoe is the oldest continually-running restaurant west of the Mississippi.
Check out the Bowl 'n Roll on Holly. Best meals under $5 in town.
Bowl N' Roll is awesome. Seriously. $4.99 and you get the perfect amount of food, and it's just like when you would eat a great homecooked meal. thebowlnroll.com/ For the price, it doesn't get much better.
Also, so far as Fiamma goes, it is indeed pricey, but if you are tired of the usual old burger, they have a lot to offer.
Downtown- The Teriyaki Bar runs a pretty tight ship. I can't say that I have had any major complaints with them. Also, check out the Shrimp Shack if you are in a seafood mood. Pretty rad. I have never been to Taco Lobo (or whatever it's called) but I think it looks like it would be worth a shot. The only beef I have with Bandito's is that they only take cash (just like Mallard's). This can be an annoyance sometimes if you are out and about, you don't have any cash, and you don't feel like taking out cash from some other bank's ATM.
And last, but definitely not least, The Bagelry. Wonderful Bagels. Wonderful Bagel Sandwiches. Delicious nectar descended from Zeus's teet. Seriously.
Try the Sehome Diner for good food, cheap price, hot sauce is hot. Breakfast and lunch only. For special night out but not too expensive try Pad Thai up by Costco and best buy.
D'Anna's is a really nice Italian cafe that, if I remember correctly, is cheaper and of higher quality than Olive Garden. Really good if you're looking for something slightly fancier; it's not dirt cheap, but it's not super expensive. I brought my girlfriend there for Valentine's Day and loved it. : )
Espinozas in Sehome Village has an all you can eat Taco bar on tues and Sunday. It is pretty cheap, and you get free chips and salsa there(they have several different salsas!) Owners are friendly and the food is good.
I would only go to the Horseshoe if you have a craving for meth and waffles. It's dirty inside and scummy people are always hanging around it. It's sick.

Busara near REI. Killer thai food and it's inexpensive with large portions so it's great for left overs.
Pizza Pipeline. It has great pizza and it's pocketbook friendly.
Best Chopsticks on the corner of Flora st. in downtown. Awesome spicey chicken and massive portions.

The sushi at Public Market is really good and fresh.
I really love Bob's burgers. The portions are huge and delicious!
Pelmani is also super good. Also, the taco truck at the old gas station. I forget what its called but it is SO good. Not expensive, but pricier than I thought it would be.

With the exception of Casa Que Pasa (and maybe Kuru Kuru Sushi, because I've never been there) those are all fairly pricey places. The sushi place is probably expensive because good sushi is expensive (and if it isn't, then I wouldn't advise eating it).
That's why I don't get to go to them too often. But they are great if your parents or relatives come into town and want to treat you to something great!
Kuru Kuru Sushi can get expensive if you don't watch it, but it's totally possible to keep the costs down. Every plate comes around on a conveyor belt and each plate is a different color, which lets you know how much it is. None of the plates are over $3.50 - a lot better than other places I've been. So if you just get some basic sushi and maybe one plate for $3.50, you theoretically should do ok.
My trick to save money when I'm out is to always stick with water. It's free and refreshing.

The Horseshoe may have some unsavory characters outside of it, but aside from yelling and screaming a bunch they're harmless. The place is a dive, but that's half the reason I like it. That and... you can't beat pint night if you're looking to drink some good beer at a good price.
Certainly not a good place to study (although I see people there all the time) but definitly not as bad as you make it out to be.
The diversity of places mentioned in this thread is good, I'm actually strapped to think of something that hasn't been mentioned, but I'm sure someone else knows something I don't.

Let me start off by saying I know fresh fish. I grew up in Kodiak Alaska, I've been a commercial fisherman for the last couple years, and I started eating real sushi when I was 4. I think quality is very important when it comes to sushi, so here's my take.
So far I've been to Blue Fin and Wassabee.
Blue Fin:
Quality- Good
Service- Average
Prices- varied
their rolls vary in price from 6 to 11 bucks or so, but they have a very good selection, and it's fresh, good quality fish. My favorite is their spider roll (soft shell crab). If you like inari (I do, but some people don't) I recommend going during their happy hour, when the Inari is between 1.00 and 2.25 a piece depending on what you get. Definitely get a couple pieces of sockeye. I drop around 40 to 50 bucks with tip when I go there with my girlfriend.
Wassabee Sushi:
Quality- average
Service- average
Prices- average
I wasn't impressed with Wassabee. Their quality is so-so, and their rolls, while mostly cheap, are tiny. the only roll worth it there is the Rainbow roll, and it took that and two more of their rolls to get even close to satisfying me, along with a half dozen pieces of inari and a bowl of miso. While I prefer quality over cost, dinner for two will only run you around 35 bucks here. Be warned though, while some rolls are real crab, others are imitation.

Pho 99 is delicious, filling, cheap, and close! right across from Haggen
On Rice has great Thai food. Dos Padres in Fairhaven has good mexican food for pretty cheap as well.
for lunch type things try Pita Pit or Bandito Burrito.
