I am thinking about purchasing a used scooter (scince I am on a budget) to replace my car that I can no longer afford. Since I have never owned a scooter before I have no idea what to stay away from as far as brands go...
Are there any used scooter dealerships in Bellingham? Is is worth is to buy used or should I just spend the extra money and buy a new one?
If it is under 35cc you don't need insurance or an endorsment correct?
Also, how does parking on campus work with a scooter? I heard you have to pay less, is this true?

Use craigslist to locate a scooter, you'll pay less. You can have a prospective purchase evaluated at BBRP, the repair shop on N. State.
You don't need a motorcycle license as long as the engine is under 50cc, not 35. If you choose to get a license, WA state has a drivers education program subsidized by the extra license fee. When I took it ~10 year ago, it was $50 and when completed successfully w/ a passing grade on the written, provides you with an immediate open bike license. I'd highly recommend doing this anyway, as there are those riders who have come off their bikes, and those who have yet to come off. Learning to drive defensively on a two-wheel motorcycle, scooter or otherwise, might save your life.
I've had a few scary situations, including getting t-boned by a taxi at 50 kmph when the driver failed to see me, broke my wrist, dislocated my shoulder and elbow and ripped the flesh off my back from my shoulder to my hip on the left side. Eight hours in the emergency room to get patched up and nine months for my bike to be repaird. I've also been run into opposing traffic by a metro bus after it crossed four lanes of traffic. And I've slipped on ice in the middle of winter here in Bellingham. Don't let that deter you, just get educated and don't take risks until you feel really comfortable riding.
